Most people arrive assuming this is their decision. Usually it is their cornea's.
People tend to research these two as though they are picking a package. In practice, a surgeon looking at your measurements will often find that one of them is clearly indicated and the other is a stretch, and the conversation is much shorter than the research suggested it would be.
Making a flap commits corneal tissue before any correction happens. A surface procedure does not, so more of your cornea remains available for the correction itself. When thickness is marginal, or when the correction needed is large relative to what you have, the surface route is the conservative one and that is generally why it gets recommended.
The map of your cornea's surface is checked for irregularity. Certain shape patterns make a flap procedure inadvisable, and some make any corneal reshaping inadvisable. This is the finding that sends people toward lens-based options instead, and it is the single most important thing the evaluation is looking for.
A flap remains an anatomical feature afterward. If you box, wrestle, play a contact sport seriously, or work somewhere a blow to the face is a routine hazard, that belongs in the conversation and it pushes toward the surface route. Do not soften it because you would rather have the faster recovery.
The flap procedure is generally described as the quicker of the two through the first days. The surface procedure involves real discomfort while the surface regrows and vision that fluctuates for a while after. If a surgeon recommends the surface route, plan the time off properly rather than assuming you will push through it.
Both are established approaches to the same reshaping, chosen on different grounds. Being steered toward the slower recovery is not being sold a lesser procedure. It usually means someone read your measurements carefully.
